Samir Saran

Samir Saran is President of the Observer Research Foundation, New Delhi. He provides strategic direction and leadership to ORF's multiple centers on fund raising, research projects, platform design and outreach initiatives including stakeholder engagement. Saran also curates the Raisina Dialogue, India's annual flagship platform on geopolitics and geo-economics, and chairs CyFy, India’s annual conference on cyber security and internet governance. He spearheads the Foundation’s efforts to foster new international partnerships and globalise its platforms.

Before becoming President, Saran led ORF's outreach and business development as its Vice President. In this capacity, he was responsible for fostering government outreach, global partnerships, and developing ORF into a centre for research excellence in policy.

Saran is a frequent commentator on issues of global governance and is featured regularly in Indian and international print and broadcast media. Some of his academic publications include India’s Climate Change Identity: Between Reality and Perception;

Samir Saran is a senior advisor at The Asia Group and the President of Observer Research Foundation (ORF). His research focuses on issues related to global governance, energy policy, climate change, and technology and media, and India's foreign policy.[1]

Early life and education

Saran completed his bachelor's in Electrical and Electronics Engineering from Manipal Institute of Technology, India, and his master's in Media studies, from London School of Economics and Political Science, UK. Later, Samir got his doctorate degree from Global Sustainability Institute, UK.[2]

Career

Saran worked at Reliance Industries across various verticals including power, retail, fibre and petrochemicals, telecom, and media. He also served as a member of the Government-Industry panel on Intellectual property and Broadcasting regulation. Since early 1990s, he has been engaged in studying India's economic reform journey with regulators and policy makers.[3]

Samir is a member of the India-CEO Climate Action Group, Global Risks Advisory Board, and the Regional Action Group of the World Economic Forum (WEF). He has served as a Commissioner of The Global Commission on the Stability of Cyberspace. He is a member of the Board of Directors at ORF America.
