Joanne Lucille RoneyCBE (born 13 September 1961) is the current Managing Director of Birmingham City Council since September 2024. Prior to this, she served as the Chief Executive of Manchester City Council.[1][2]

Early life

Roney was born in September 1961[3] and grew up on a council estate in Shard End, Birmingham.[4]

Career

Roney was an apprentice at 16 with Birmingham City Council's housing department. She later went on to become Director of Housing for Kirklees Metropolitan Borough Council, West Yorkshire. She then worked for 10 years as Sheffield City Council's Executive Director of housing and community care where she was involved in the regeneration of Park Hill estate by Urban Splash.[5] While working her way through the ranks she studied part-time at Birmingham University and gained an MBA in public sector management.[4]

Roney became Chief executive for Wakefield Metropolitan District Council in July 2008.[6]

Manchester city council’s Chief Executive Joanne Roney received a CBE in the King's New Year's Honour List for services to local government. This follows an OBE in 2009. She's now a Commander of the British Empire. 

To quote the official release: “She is among a list of people who the King has honoured for the part they have played in making a difference in their communities. The honour follows a lifetime’s public service in both local council and in national advisory roles."

Joanne became Manchester's first female chief executive in 2017. 

But what the hell does a Chief Executive of a city council do? We asked her this and other questions about the role and her time in Manchester.  


Q) Please define the role of chief executive of a town or city?  

A) Manchester City Council is a large and complex organisation with around 7,600 staff (

Joanne has been the Chief Executive of Manchester City Council since April 2017. Over the past 4 years she has dealt with several unprecedented events including the Manchester Arena Bomb. Joanne is driving the Council through the fundamental changes to Health and Social Care. She is lead Chief Executive for economy across Greater Manchester.

Before moving to Manchester, Joanne was previously Chief Executive of Wakefield Metropolitan Borough Council, where she held the top post from 2008. Joanne has extensive public sector experience in economic growth, housing and local government.

Joanne is also president of Solace. She was awarded the OBE for services to local government in 2009.

In September 2021, Joanne was named the Local Authority Chief Executive of the Year at the annual MJ (Municipal Journal) Awards.
